GIS Packages let your applications go offline

ArcGIS Runtime applications are fully supported clients to ArcGIS Server and all of its different services. However, if users of your application won't have a network or Internet connection, you can provision their devices with packages, such as map packages and geoprocessing packages, so that they can work disconnected.
ArcGIS Runtime for iOS and Windows Phone currently support only a connected environment.
ArcGIS Runtime for Windows and Linux applications can run completely disconnected, leveraging a locally stored map package or tile package. Spatial analysis, geocoding, routing, and editing can all be performed against the local packages.
